In the canton of Bern, building alterations inside a building require no permit (bewilligungsfrei) as long as they do not affect fire safety and do not amount to a change of use that requires a permit (Art. 6 BewD). If the property lies in a protected townscape area (Ortsbildschutzgebiet) or is a listed monument (Baudenkmal), however, the project does require a permit (Art. 7 BewD). In the city, the responsible office is the Bauinspektorat (building inspectorate); applications are submitted electronically via eBau.
